League Teams
All teams in the EPRU U15 League teams must be committed to playing a full schedule independent of their U19 teams or any club teams, if applicable.
Commitment
All teams are required to communicate their intent to play by Dec. 31, 2008 followed by a commitment to play of Jan. 31, 2009 to the U15 Boys Coordinator.
Age Qualification
All players participating in U15 rugby must be under the age of 15 on August 31 of the year prior to the U15 Spring season.
Season
The regular season runs from March to June. Teams are permitted to arrange matches at other times.
CIPP
The club along with all of its players and coaches must be CIPP-enrolled in USA Rugby’s Membership system. Each club must be enrolled as an individual U15 club and not part of a U19 or other club.
Scheduling
The EPRU U15 Coordinator will develop a Master Schedule for all of the U15 league teams. The schedule will be released by February 15.
Matches
Official leagues matches will consist of two 25 minute halves. If there are sufficient players allow and both coaches agree, an additional non-official playing time may be added by either a 3rd 25 minute period or a “B” game to provide ample playing time for all players. For standing purposes only the “official” game will be counted. Non-league matches may be played, but must be made known to the U15 Coordinator who will advise the Referees Society accordingly.
Match Reports
All teams must report their scores via a Match Report form which is sent to the EPRU U15 Boys Coordinator. The report must be filed within 24 hours of the match. A forfeited match will be credited with a score of 10-0. There is no overtime play in league play.

4 points for a win
2 points for a tie
0 for a loss
Standings and match results will be posted on the EPRU website.

EPRU Dues
Each team (club) must pay annual EPRU dues and renewal fee (if applicable) to be eligible to play in any match, compete in league play and be assigned referees.
Referees East Penn Rugby Referees Society (www.eastpennrugby.org )
The EPRRS will assign certified referees for all league games. Referees will be instructed to “manage” the game for the U15’s to ensure learning, safety and competitiveness for this level.
The home team is responsible for confirming match details with the assigned referee (3) three days prior to match. Refer to the EPRU Procedure for Confirming Match Day Arrangements under Item G found at www.epru.org/referees/.
In the event the EPRRS cannot assign a referee, the home team is responsible to provide a certified referee for the match. If the home team is unable to provide a certified referee the visiting team may provide a certified referee. A match may not be played without a certified referee.
Year End Tournament
There will be a U15 ‘End of Season’ Tournament with seeding by final league standings to determine the EPRU U15 League Champion. Location and dates will be announced accordingly.
